Position Summary
The Operations Manager is an executive-level position responsible for the strategic management and allocation of all staff resources across software development projects. This role serves as the central coordination point between project managers and organizational leadership, ensuring optimal resource utilization while supporting business growth through talent acquisition. The Operations Manager reports directly to the C-Suite and plays a critical role in maintaining project delivery timelines and organizational efficiency.
Responsibilities
Resource Management
· Lead the weekly resource allocation process, gathering staffing requirements from project managers and balancing needs across all active software projects
· Manage resource leveling activities to resolve conflicts and optimize staff utilization across the project portfolio
· Maintain visibility into staff availability, skills, and capacity to inform allocation decisions
· Proactively identify resource gaps and develop strategies to address current and future staffing needs
Talent Acquisition
· Own and manage the job requisition process from identification of need through successful hire
· Partner with hiring managers to define role requirements and develop compelling job descriptions
· Coordinate with HR and recruiting resources to ensure timely acquisition of qualified talent
Project Management Support
· Serve as interim project manager during planned PTO coverage for project management staff
· Lead special projects as assigned by executive leadership. Apply understanding of the software development lifecycle to effectively manage project timelines
Quality Management
· Serve as the Quality Management System (QMS) Lead, responsible for overseeing,maintaining, and continuously improving the organization’s QMS to ensure compliance and operational excellence
Executive Communication
· Provide regular reporting to C-level executives on resource utilization, capacity ,and allocation status
· Escalate resource constraints and risks that may impact project delivery or organizational objectives
· Schedule and facilitate resource planning meetings, ensuring appropriate stakeholder participation
Required Qualifications
· Demonstrated experience in resource management, capacity planning, or operations within a software development environment
· Strong understanding of the software development lifecycle, including Agile and Waterfall methodologies
· Proven project management experience with the ability to manage multiple priorities simultaneously
· Experience with talent acquisition processes and workforce planning
· Excellent organizational skills with strong attention to detail and follow-through
· Outstanding written and verbal communication skills, with experience presenting to executive leadership
· Self-directed with the ability to work independently and drive initiatives to completion
· Proficiency with project management and resource planning tools
Preferred Qualifications
· PMP, PMI-ACP, or equivalent project management certification
· Experience in enterprise software or SaaS environments
· Familiarity with resource management software and ERP systems
· Background in technical roles providing deeper understanding of development team dynamics

Reporting Structure
This position reports directly to executive leadership
Compensation-$140,000- $150,000 Annual
